I worked out a way to acheive what GW wanted for the dark Elf list without messing the points up. Simply add the mainstay rule to their core units. If the leader of the army has a sea dragon cloak then he cannot be mounted and corsairs are the mainstay unit. If he rides a dark steed then dark riders are the mainstay and anyhting else and warriors are the mainstay. The only way to then have hordes of corsairs is to limit your leader, who at the same time actualyl becomes a Corsair.
How GW staff get paid to not work simple things like this out is beyond me.

The basic template for Chaos armies? Sounds fine to me and it's already in place and working fully from somewhere else.

That's fair enough, though I take it a beastmaster would still not be allowed a sea dragon cloak as he pretty much has to be mounted...

yeah that makes sence, my dark elves dont use corsairs anyway (expensive fucks) !
