Gas clouds that remain in play use the following rules:
Once the cloud is in position it remains in play for that turn, the opponents whole turn and then again for one full turn of the player responsible for it, after which it is removed completely from the game.

Since the smoke is launched in the shooting phase it should be removed at the end of the launching players next shooting phase. This way both players suffer the effects for the same length of time.

While that is true I think its an un-needed complication..
After all what comes after the shooting phase, combat and psychic, neither will be heavily effected by these clouds.
Anyway, if you pop smoke, you should expect to deal with whatever problems this provides you

It's an equity issue. The effect should not impact the launching player for a greater length of time than their opponent. Both sides should deal with it for the same length of time. How does this add any amount of complication?
