The rules state that a model hit by a Graviton Gun cannot move or shoot, but may still use psychic powers. If such a model is Teleported or Displaced via the psychic power, does the disabling effects of the graviton field move with them? Or would this be a way of escaping its effects?

Ouch, thats a tough question. A ban on wargear over 30 points was around for us even before OGC began (we must have been about 12 ) and its only use was in the 1999 final when I drew it from Special Issue....promptly blasting the Avatar ;D We have always considered wargear over 30 points to be very specialised and of a super rare nature. As such they are items of such power they would belong in the domain of a DM in a RPG, therefore I would suggest that you can only answer this one yourselves. Its a very characteresque weapon so it comes down to those kind of themed moments such as when a special character is used ie once in a blue moon (whatever a blue moon is supposed to be) The card mechanic means that if teleported it would not be able to move regardless, but you could say that the model is torn in half as they are teleported, or they are freed from its effects, its all down to you really

I would rule that the gravaton feild is still on the character, and simply moved with them. Teleportation is limited to taking what is attached to the character too, hence not appearing naked or leaving their lungs behind. Feild effect is on the afflicted too, not the location (hence no 'splash' effecting other models). A graviton gun appears to play 'tag' and effect the model, so it teleports with the model. I would extend the ruling to being webbed and flaming too.

I would personally feel that the model would remain stuck, it seems to make more sence.

A Blue Moon is when there are two full moons in one month. Doesn't happen more than once every couple of years. (And it almost NEVER happens in February).
I can see models with personal teleporter (Warp Jumps, WarpSpider warp packs) being stuck, as they can't move their fingers to push the teleport button (although with eldar, their weapons are psychically activated, so maybe their jumppacks are too). But since you teleport through the warp (where there's probably no gravity), I can't see a graviton field preventing it. As long as it is activated remotely, that is. (Displacement power, or teleporting terminators from an orbiting battlebarge).
I guess when it comes to the graviton effect moving with you, it's got to be decided by each gaming group.
I would say teleporting would free you from being webbed, but probably not put out flames. The graviton field effect would probably be tied so closely to the model that you couldn't leave it behind when you teleport, similar to the flaming fuel clinging to you. But you could probably leave all but the closest webs behind, greatly weakening the webbing, allowing you to escape.
