A criticism that is posed by many anti-2nd edition GW staff is that Chaos in 2nd edition are seen as Space Marines with monsters and special units. Despite the seeming inability for these critics to read, last nights 40k semi-final between Ultramarines and Chaos shone some of the most significant differences between the two lists, in a game of the highest caliber. Firstly Chaos shooting did absolutely nothing in turns 1 & 3, with a number of heavy bolter and lascannon shots missing by one, which would have been hits had the weapons had targeters...
Perhaps most significantly was what won the game, being a plasma pistol exploding (a common occurrence but tis never been this important before!), which killed 2 bezerkers, (thats 5 points of weapon killing 84 points of Chaos), consequently the unit fled which cost the Chaos forces the game! Two things that cannot happen to loyalist Marines.
Avoiding sour grapes here, I think this was a shining example of just how fundamentally different Chaos and Marines actually are, you need a lot more trickery to get the most out of Chaos, whereas Marines increased reliability allows for a different tactical approach. I believe that the Marine & Chaos lists were in fact, neatly balanced, especially so given that they are based around the same troop type.
The only problem I can see is if Chaos players take Imperial vehicles from the allies section, then again if you are facing a payer which does this, then they have completely missed the point of 40k altogether and a probably not worth even playing.
Forgive my cynicism, but the exploding/fleeing highlights a dispelling argument for the critics, the lists are clever enough that it requires the game mechanics to bring out the differences (as opposed to newer editions were a game is essentially won off the list selection and individual troopers don't really exist save for increasing the wounds of heroes.....that is aimed at Fantasy also!)
