Like I said I think the current system is ok. But that ones not bad either.
But as said above, 200-300 points is a heck of a lot, you can get all kinds of nasty stuff for that

I think we will stick with D6 per but I can see that the level of the psyker could have a logical impact and that each one could be dealt their own force cards.

As far as nullifies, an army with no psykers nullifies at the same level as a lower-level psyker nullifying a higher-level psyker. If you give a bonus to a no psyker army, what do you do for low-vs-high confrontations? I'd say leave it as-is.
