I was thinking of a little exploitation of the rules, I know I have utilised and thats essentially what I would call 'feeder librarians'. Essentially having a high powered librarian backed up by the cheapest one available wielding a force rod. The cheap one sits there storing force cards for the better librarian. In principle its quite cool, in game terms its a little unbalanced. Potential solution - models can only use cards they have stored for powers they use themselves.
any ideas?

Id say that is probably the best way it should be, the force is after all in that weapon, in physical terms it would be the weilder unleashing it as a power.

just out of interest what do you guys play for the likes of destroy power etc as they say remain in your hand until u wish to use them. does that mean u can save them until another psychic phase or they are thrown back on the used pile at the end of that psychic phase?

you can store it in your hand for free (provided you have a psycher as only they can use those cards) and use it in any turn.

I always thought only the wielder could use the stored cards. That's how we've always played it. On another note, does Energy Drain make you discard your "Retain in hand until played" like destroy power and Psychic duel? Or just any stored force cards?

Energy Drain is either played (ending the psychic phase) or discarded at the end of the phase.

True. Dark Millenium says you can't play Force cards, Energy Drain, Destroy Power, Psychic Duel, or Reflection if you don't have a psyker. Interestingly enough it doens't mention Ultimate force, or Daemonic Attack. So presumably a force without psykers could still use Daemonic Attacks and Nullify's (only nullifies on a 5+ though).

Yup thats all true, this issue came up in the game we just played, and despite it being to my disadvantage, Im in favour that within our group, energy drain should be able to be used by anyone at anytime, psyker or not.
Its quite harsh that something that limits psychic powers should be held back from someone not even trying to use it. After all its only one card, and a limiting one, it cant actually cause destruction. Unlike deamonic attack..
The reason it stands as it currently does is probably down to fluf, (the psyker uses his power to drain all energy from the warp), much in the same way reflection is. But theres no real reason it couldnt be extened to a random event such as the energy just disappating.

A lot of 40k is based on murphys law. Murphys law remains a primary law of warfare. The psychic phase should be no exception and in fact under the rules it isn't given that you dont need a psyker to use a nullify, daemonic attack, etc. These are rules I agree with.

Most of the world runs by Sod's Law. I agree with that.

Energy drain can be played by anyone.

it would offer some form of defence against psykers for those who choose not to go down the psyker path so i'd go with it

I'm in favor as well. Destroy Power, Reflection, and Psychic Duel (and Ultimate Force, obviously) should require a psyker, but Energy Drain and Daemonic Attack should be playable without one.
