Just a general thought here, as I recall we changed the rule so that a model which was flaming counted as broken at the end of the game.
According to the Wargear book, only terminators, dreads, vehicles etc. can ignore the effects running around bit (there are more that apply to this list, specifically daemons and 'Nids etc.) just wondered if this should be extended to models which cannot be wounded by the flamer as well (eg. a Chief Librarian whilst Iron Arm is cast for example). Is this also extended to Immune to Psychology Troops?

I would say immune to psychology troops would not be broken at the end as they ignore the effects of flame they would simply roll around on the floor or do whatever it takes to put it out (unlike in the heat of battle they can just put themselfs out)
For the example of a flaming 'Chief Librarian whilst Iron Arm is cast' Id think hed still be broken, just because it cant hurt him, hes still freaking out from being on fire no? So at the end he'l just run off never to return or somthing?

Yeah, but if you're getting rained on you don't run around like a flailing moron, you pretty much just ignore it. The reasoning has a representation in the rules already for Terminators; the "I'm safe so I don't need to worry" theme would apply in my opinion.

I'd say if the model can't be hurt then he has no need to worry so is not broken.
