This is a special character I've come across, and created my own version of. There is at least one version with him following Slaanesh, but I like the background of this one better. What do you guys think? He fits in quite well with Chaos, and less-so with Dark Eldar, and those are the armies that can take him. I personally don't see any Dark Eldar taking him, as they have other options, but I thought I'd give them the option.
Arhra, the Father of Scorpions – Fallen Phoenix Lord

In the time of the Fall, Asurmen led his people into exile, abandoning his world to the horrors of the Warp. He founded the first of the Aspect Warrior shrines, the Shrine of Asur, and amongst those he trained there was Arhra, the Quick Scorpion, he who was fated to be the Father of the Striking Scorpions. Arhra burned with a hated of Slaanesh and the weak Eldar who followed his call. Slaanesh and his decadence were everything that Arhra saw to be wrong with his people and the cause of all their woe. His hatred built to the point that it was all-consuming, all he could think of was revenge against Slaanesh and those who had caused the Fall of his people. He devoted his entire being to martial skills and revenge. Arhra saw Khaine as weak and ineffective, and those who followed Khaine to be weak and misguided. He called out for aid against Slaanesh and the enemies that he had seen the Fallen of his people had become. He was answered by the Lord of Battles and Destruction, Khorne. Khorne marked Arhra as one of his mightiest Champions, and gave him one of the Crone Worlds to rule. Arhra wears solid black armour that is only relieved by trim of the deepest bronze. Arhra has spent the millennia since training himself and other fallen Eldar for the great battle to come between the forces of Khorne and the forces of Slaanesh.

Wears Khornate Armor (2+ save). Armed with Powerfist and Shuriken Pistol, and bears the Mark of Khorne. Has the following Exarch Powers: Turn Aside Blow, Sustained Attack, and Stealth. Hates all Eldar (including Dark Eldar, but not including the Sons of Arhra) and all worshippers and daemons of Slaanesh. Otherwise immune to psychology. If Arhra is included in a Dark Eldar army, there is a chance he will attack them. If, at the end of close combat, there are no enemy models within his follow-up range, he will attack the nearest dark eldar model if there is one within his follow-up range. May not be included in an army with any models bearing the Mark of Slaanesh.
Options
May carry up to 3 Wargear Cards, which will always be the Scorpion’s Bite, a Daemon Weapon, and a Conversion Field
May be accompanied by a squad of the Sons of Arhra, Khornate Striking Scorpions
Sustained Attack Distance for follow-up moves is increased to 4". 5
Stealth Enemy is at –1 to hit at Short Range, -2 at Long Range. 10
Turn Aside Blow Grants two additional parries. 5

The squad may include between 3 and 7 models, all of whom share the above stats. Each wears Khornate Armor (2+ save). Each has a Shuriken Pistol, a Chainsword, and a Mandiblaster, and bears the Mark of Khorne. Triple charge range. Hate all Eldar and worshippers and daemons of Slaanesh. If the Sons of Arhra are included in a Dark Eldar army, there is a chance they will attack them. If, at the end of close combat, there are no enemy models within the Sons’ follow-up range, they will attack the nearest Dark Eldar model if there is one within follow-up range. May only be included in an army that includes Arhra, Father of Scorpions.
