i just moved to Nottingham and gw headquarters is just mile away. we're planning to play some games there.
to the point: as we all know the troop choices in space wolves codex do not match the characteristics. since it's impossible to convince our sw player to change the pricing for the better we came up with the idea to balance the battles and make the winning with sw possible. fix is very simple:
whenever you play against space wolves you army may be 10% bigger than sw. e.g. 1500 wolves vs. 1650 orks, guard, eldar (any army).
what do you guys think about it?

Probably not soemthing we'd consider but it wouldn't be too bad. The wolves really should get a points overhaul, but if you've got a player who is, for want of a better word, a beardy g*t then it would do as a temporary solution.

Come now is their a codex that cannot be bearded? What exactly is this fellow doing? The most beardable army in game tends to be Eldar...

[glow=red,2,300]The most beardable army in game tends to be Eldar[/glow] yeah, tends to be, but this is sw quick fix.
as regards eldars, i don't see many changes neccessary. they could use that 10% bonus too.
he uses super cheesy troops: ws 8 bjorn, dreads with two claws/flamer, assassin, techmarine with tarantula, this bs 6 heavy weapon squad, scouts with blinds, screen of fenrisian wolves, invisble 2xclaw terminator (with this helm of vulfen, or whatever that thing is called. ws 5 (cheap as fuck) close combat squad (parries everywhere), ws 8 characters, everything is hard like nails, never misses, characters tear to shreds everything within charging distance. assassins wreak havoc in your deployment zone, bjorn and another ass can-lascan dread stands in the vital part of battlefield making any approach to costy for your forces. etc.

Make certain his blood claws are not parrying in the turn they charge. They're not allowed to, though they do double their attacks when charging. (kind of like a frenzy that lasts only the turn they charge)

SW dreads are points intensive units as is Bjorn both considerably more than marine dreds so I don't see them as beardy. Assasins though are but can be taken by all imperials. In the case of the tarantula/tech combo, well atleast he's not jumping around board with other wargear while the tarantula fires away without him! Blood claws are awesome troops but can be shut down by overwatch fire and with that low leadership they can get their teeth pulled... Long Fangs are great units but points intensive if they are screened by the fen wolves then that is classic beard and a problem caused by the addition of that unit type to the army list. As for scouts with blind grenades they are one of my favorite units. They don't 'kill' much but they cause havoc with the plans of the enemy. At least wolves don't have jump troop squads armed with blinds and a higher BS like regular marines do! In both armies those blind grenade armed troops can be game winners. Helmed termi is pure cheese and Ive never used one but I have faced him... It is I agree a nasty combination though. My wolves have always fought close games and the wins have been hard won. Our group however will soon face a more min/maxed Wolves army as I've loaned the army to another player who has just returned to town. We bearded a list for him as a warning to other players and to make the army easy to play. I think its much worse than the one you listed. I've asked him not play certain players with it but to focus his efforts on the Eldar ;D
