Are marines allowed to rapid-fire their bolters while on overwatch? They're stationary, which would seem to me to allow it. But I've never heard/read/seen anything to clarify this. How does the OGC handle this?

Most definatly not. Otherwise everyone who played marines would just be setting overwatch every turn. Overwatch is in place as a very tactial tool, it allows you to catch targets moving from one area of cover to another, or to wait until something moves into short range to give it a better blasting.
This isnt a case of thinking 'but they are stationary so why not' its more of a games mechanics thing, both overwatch and the rapid fire rules are very good in different situations and its down to a player to decide which option to go for in a turn. Combining them both just makes one mega rule, and takes away from the tactics of chosing.
One way you could back up my opinion with fluff is to say that when in overwatch its more of a rushed shot as you are shooting at moving targets, and therefore do not have the time to get enough rounds off to do rapid fire. This also goes well with the -1 to hit modifier when shooting at targets emerging from cover.

We missed this for years, its hidden away a bit, Space Marines may not use rapid fire on overwatch or on any weapon other than bolt pistols, boltguns and storm bolters, is the text on page 31 of the rulebook.
note also page 73 of CODEX Chaos, Chaos Space Marines can use their rapid fire skill to get two shots with the bolter part of a combi-weapon......equally they can rapid fire with the twin bolter as normal

Good to know. I've never tried to use rapid fire on overwatch; probably lurking somewhere in my subconscious was that bit from the rulesbook, giving me an uneasy feeling about trying it. It does give marines a tradeoff most armies don't get. Rapid fire or overwatch...
Presumably loyalist marines with combi-weapons as wargear cards could rapidfire the bolter portion as well. Can you rapid-fire the bolter portion while firing the "combi" part in the same turn? (subject to the normal -1 to hit for each shot per combi-weapon rules) Or can you onli use rapid fire if you don't use the "combi" half of the weapon?

From that bit from the Chaos book, simply remove the term Chaos from the entry when applying it to loyalists

Id say you could fire the combi in addition to rapid firing the bolter part (all at -1 of course)

The "Chuck Norris"? (Think aging action star with a bare chest blazing two guns on full auto). I wouldn't mind giving it a go, it would be more heroic (albiet in a Chuck Norris kind of way), but would it be broken?

That related directly to your preceding all barrels blazing post. Lack of sleep and surplus of caffeine had nothing to do with its lack of sense.
