To busy, better to keep it simple. Rules can spiral out of control for a very basic effect that only matters in one phase of the game. Look to the elegent option.
I have had another idea though. One really cool way to show the Seer Council harnessing power would be to let each one store a force card without actually generating additional cards so they slowly accumulate power from the natural warp flux. There are two problems, but one is easily solved. Recording the stored cards: Elegence goes out the window again. You COULD just leave the card next to the model but it would clutter the table and get confusing, you could rwrite it all down but that was were the elegence took a dive. The simple answer is to have total number of Seers = max number of cards and you discard down if they start dying. The second problem is how powerful would that ability be? Especially combined with a force rod.

To be honest if you wanted to store force cards you would get the farseer a force weapon, i dont think you would need to store more than 2 or 3 as you'd use them if u have that many.
A problem with the "if they are above or below 50%" is that you'd then have to predetermine the amount of seers in a seer council and only allowed to get a seer council for a certain amount of points. I wanted it to be a bit more flexible. I.e you could choose to take 2 seers or maybe 3 or 4 (which i think should be the max) depending upon how many points you are willing to spend on the unit.
You could do it so that you draw one extra card from the warp for every two seers you have. This way you would get a max of 2 extra cards for a considerable expense of buying all the extra seers. Which your opponent can take out with some accurate shooting etc. Once you're down to just the one seer you have no bonus (maybe he could just get some tea and refreshments for the farseer)

One extra card per 2 would be simple and effective.
